Entitlement risk is the risk nobody prices
A budget accounts for materials, labor, and financing. It rarely accounts honestly for the months a project can sit waiting on a zoning interpretation, a variance, a review comment, or a neighbor’s objection. That waiting is not free. It runs up carrying cost, lost season, and financing exposure, while nothing visible happens.
What to read before you commit
- Zoning and use. Does what you intend actually match what the parcel allows, today, without a fight? The Florida Department of Business and Professional Regulation is the place to check current building code and licensing requirements before you assume. Assumptions here cost the most.
- The real approval path. An administrative sign-off and a public hearing occupy different worlds, in time and in certainty.
- The jurisdiction’s tempo. Two Florida municipalities can differ by months on the same request. Local tempo is a real input.
- The objection surface. Who can slow this down, and how much do they want to?
Underwrite the approval, not just the build
Treat entitlement as a phase with its own budget, timeline, and risk. Do not treat it as a formality you clear on the way to the real work. Price the months. Sequence the approvals. Know your walk-away before you get emotionally and financially committed. The projects that fail on schedule usually failed at the counter, long before the first truck arrived.
